Pedants' corner

BBC should know better!

I have just seen the following headline on the BBC website:
Iceland boss blames councils on meat
I do know what they mean (I think), but surely the literal meaning of this ridiculous sentence is that the Iceland boss is blaming meat for the councils, ie meat is responsible for councils.
A similar sentence would be 'Mrs Smith blamed her sickness and diarrhoea on the partially cooked chicken she ate for lunch'. ie the chicken was responsible for the sickness.

I imagine they meant 'Iceland Boss blames councils for meat scandal'.
