I have the same issue but a tummy, but I think big boobs can make us look a bit matronly. Have you tried a minimiser bra? Another thing we can do is tops that skim, which do not cling or hang too baggy. Also, sizing down can help as there is not so much material. If I buy a swing top, I size down two sizes.

You need one that has proper cup sizes (as sewn) most garments are made in a standard B cup, which is 2" difference between high bust and full bust, different to bra sizing. Most patterns used to be B cup but now many are drafted for different cup sizes

Mass making of swing tops and those awful baggy tunics that make people look so large and frumpy is such a bad way of sewing but mass market rules. Curvy people look so much better in a garment that celebrates the curves

People, like me, who make the tiered dresses and want definition, always sew side ties in, to tie at waist level. I would not be seen in what would pass as maternity wear

My most prominent curve is a hump on my back for which swing tops are useless for minimising it.
